Drag shorts are worn in training to increase fluid resistance in the water. The increase in friction builds strength during training, helping you to achieve greater speed when they are removed for competition. The percieved improvement in acceleration upon removal of the shorts also gives the swimmer a mental advantage over compeditors.

The short length prevents the fabric bunching or chaffing between the thighs.
